Bachelor’s degree from an accredited college or university in civil engineering or related field required.  Seven years of progressively more responsible related experience, which includes three to four years of supervisory and managerial experience in order to effectively manage day-to-day activities of assigned employees.  Registration as a Professional Engineer (P. Job Description
Duties: 
Plans, organizes, and directs the activities and programs of the Engineering Division of the Public Works Department. Supervises professional, technical, maintenance, and clerical personnel; interviews and hires personnel; instructs employees in correct methods and procedures; trains employees in safe operation of equipment; monitors and inspects work in progress to ensure continuity and timely completion of work; reviews and evaluates employee performance. Supervises and participates in the work of a staff of professional engineers and technical assistants engaged in the preparation of design criteria, design specifications, plans, cost estimates, contract bids, and related matters; establishes and meets schedules; reviews and inspects work; approves completed designs, specifications, and contracts. Plans, designs and manages construction projects involving streets and highways, storm drainage, utilities, bridges, subdivision improvement and other improvements required by the City of Norman; administers associated budgets and ensures compliance to the same; develops divisional policies and procedures as well as long-range planning regarding the same. Directs and participates in the formulation, preparation, and maintenance of long-range master plans, capital improvement plans, and current engineering plans for public works activities; supervises and participates in the preparation of annual operating budget for the division. Reviews plats and construction plans for proposed subdivisions. Provides technical engineering advice to other department heads and the City Manager; negotiates with other public officials as to the design, funding, and implementation of public works construction projects; coordinates engineering design and construction activities involving the City of Norman and other agencies. Researches new construction materials and methods to improve pubic works construction and maintenance. Directs the preparation of complex engineering reports and the maintenance of important records. Prepares format and conducts community involvement meetings on major program elements. Performs other related work as required.
Working Conditions: 
Work is performed in a normal office environment with some exposure to outdoor temperatures, dirt and dust, and/or disagreeable sights and odors.
Job Requirements
Education and Experience: 
Bachelor’s degree from an accredited college or university in civil engineering or related field required. Seven years of progressively more responsible related experience, which includes three to four years of supervisory and managerial experience in order to effectively manage day-to-day activities of assigned employees.
Knowledge: 
Work requires a level of knowledge equivalent to that normally acquired through a Bachelor's degree in civil engineering to gain sufficient knowledge and familiarity with theories and principles of science and mathematics for application to practical technical problems. Investigation, design and construction of general public works projects. Modern approved practices in subdivision development including municipal planning and zoning. Land and engineering survey systems, methods, and techniques. Administrative principles and practices, including goal setting and program budget development and implementation. Administration of staff and activities, either directly or through subordinate supervision. Applicable state, federal and local laws, rules and regulations. Methods and techniques of research, statistical analysis and report presentation.
Skills: 
Proven ability to manage personnel and programs in a complex municipal public works environment. Ability to independently manage outside contracts and/or in-house engineering work. Evaluates compliance with design criteria and construction specifications. Directs the preparation and maintenance of engineering records and concise technical reports. Analytical abilities necessary to apply technical knowledge to practical use by gathering and researching information. Evaluation of engineering projects, outlining alternative solutions and recommending a course of action. Provides designs for improvements within the costs established. Responds to a wide variety of questions regarding engineering projects. Interpersonal skills necessary to effectively interact with internal staff, citizens, contractors, government agencies, private businesses, City Council, committees and others. Consults with engineers/architects in reviewing plans for development and capital projects.
License and/or Certification:

Mental & Physical: 
Ability to maintain regular, predictable and punctual attendance. Mental/visual effort required due to sustained periods of concentration necessary for the design and layout of a project and the constant breaks in concentration associated with answering phones or speaking in person to citizen or staff requiring assistance. Ability to analyze complex technical, scientific, and/or administrative problems and evaluate alternative solutions and adopt effective courses of action. Limited amount of physical effort required associated with walking, standing, lifting and carrying light objects (less than 25 lb.) 5-10% of work time.
